Accent alone is not a reason to fail reading if meaning remains clear. Speaking is evaluated through your responses during the eligibility interview.
Age 50+ with at least 20 years as a lawful permanent resident: English exception may apply; civics is still required and may be taken in your language.
Age 55+ with at least 15 years as a lawful permanent resident: English exception may apply; civics is still required and may be taken in your language.
Age 65+ with at least 20 years as a lawful permanent resident: special civics consideration; study the designated 20 questions.
A qualifying medical disability exception is different from an accommodation and requires medical certification under USCIS rules.
